Each year, the RIA submits an annual report to the SC General Assembly, summarizing the agency’s activities and efforts from the previous fiscal year and in compliance with the SC Rural Infrastructure Act (SC Code of Laws 11-50-160).
RIA’s Annual Accountability Report is a tool used by the Governor and General Assembly to obtain an overall understanding of how RIA, as an agency, performed for the year. This report is to be used as a self-assessment tool and to aid toward continuous improvement in agency operations.
In order to promote accountability and transparency, each state agency must provide and release to the public, via the agency’s website, a report of all aggregate amounts of fines and fees that were charged and collected by that state agency in the prior fiscal year.

To report fraud, waste, abuse, mismanagement or misconduct within or involving a state agency, call the State Inspector General at 1-855-723-7283 (1-855-SC-Fraud), or visit the State Inspector General’s website to file a complaint online.
This includes guidelines for processing Freedom of Information Act (FOIA) requests by the RIA and to assess certain costs associated with gathering and reproduction of the documents requested under the FOIA.
In accordance with Proviso 117.21 of the Appropriations Act for FY 2023-2024 and Executive Order 2022-19, RIA collects information from the designated recipients of non-recurring funds appropriated to RIA. To view this information, download the PDF on the right.
