As an infrastructure funder, the SC Rural Infrastructure Authority (RIA) sees firsthand how hard utilities work to provide quality services to customers. With funding from the U.S. Economic Development Administration, RIA conducted an assessment of the challenges that water and sewer systems face. The data collected during that assessment, informed by feedback from a wide range of stakeholders, led to a proposed strategy that involves a collaborative approach.
