Utility Viability

RIA conducted a statewide Water Utility Assessment & Viability Strategy that concluded in 2022. This study identified key vulnerabilities for smaller systems and made several recommendations for addressing utilities with ongoing technical and financial difficulties. Since then, RIA has worked with partners to implement these recommendations and provide solutions.

Viability Improvement Program

To implement the Viability Study recommendations in a coordinated way, RIA created a new Viability Improvement Program – VIP – for FY26. This program uses partnerships to provide technical assistance and capital improvement resources to lay out a comprehensive pathway to long term viability.
